Can we reach highest level in Clash of Clans without purchasing Gems?

I regularly play Clash of Clans and I am not able to reach the highest level in Clash of Clans and always need to defend the village and keep looking for putting the enemies at bay. Is it necessary to buy gems or is there any method without it?
